Well most older JDM engine are more like what the Foz is like. Wring is the biggest hurtle. If you have the SOHC engine which I'm not sure if the 99s do they will bolt on to WRX heads. So what I usually do is get a WRX longblock, reuse the Stock intake manifold. Rotate the turbo and then get a stand alone. You can also just swap the block in your foz and I have mated a 2.0L onto 2.5L SOHC heads using 2.2L head gaskets but there is still tuning that needs to be addressed. This is why I have been seriously looking into Superchargers because the tuning require is much easier and cheaper as is all the wiring but all in all they both cost money, they both have their advantages and disadvantages, and any time you take on this type of project on an N/A car it will cost more then you expect it...

The easiest most full proof way to swap a SF forester is to buy ether an STI, WRX or JDM GC8 Turbo front clip. The SF Forester is basically a GC8 in every way but the exterior they even share the same dash so new WRX dash swaps and even JDM GC8 RHD swaps are pretty easy.
