Default cheap for a reason

Our gas is cheaper because it contains corn fuel, and is taxed less because of lower emissions. I do not think that raising gas tax will reduce the amount of gasoline consumed. It is not a question of revenue, but one of environmental concern. How about worrying more about traffic flow? That would reduce the amount of gas wasted while idling in traffic jams, hence increasing fuel efficiency!
