No, your clothing builds up static electricity as you are sliding out of the car seat and you discharge it as soon as you touch the door. This has nothing to do with the grounding mod, which I've found to do nothing for my car. It has more to do with weather conditions. I never get shocked on rainy days.
I wasn't ever actually experiencing hesitation or stumbling but I did it as a preventative measure. I've noticed no improvement or degradation in the way my car runs, it was just possibly wasted money and time.
