There is a reason that Mistubishi and Subaru designers put these devices on their cars... it may not matter that much to us but when they want to get their stock off-the-shelf flagship performance car around a track (Nurburgring) a few 1/100ths of a second faster that the previous year's model they are going to add a few wings and air foils among other tweaks. The engineers want bragging rights... it's a very healthy rivalry among the Japanese manufacturers.

you are saying that the little bulges on the front bumper cover are going to create downforce and make the car more stable at higher (unsafe) speeds on the street? I think not!
