Default Caliper Pin and Boot question

I noted a dragging sound coming from my right front brake. I took the caliper off and examined the pins. I noticed one wasn't sliding. I took the bracket off and examined that pin (lock pin I believe). I found that the rubber sleeve on the one pin seemed to have expanded a little bit and was causing the trouble. I couldn't even get the pin back in with that little sleeve in there.

I am temporarily running without it - seemed to add a little play to the pin - and plan on ordering one (special order at the local autozone). Can someone explain the function of this pin/sleeve and the possible ramifications of running without one temporarily (expecting the possibility of some weird pad wear? Going to play around a bit more and see what's up.

Oh yeah, the pins look good. The boots and sleeves are new within the last month or so as I swapped them out when I did brakes at the end of August/beginning of September.
