- spool up the turbo at lower RPMs (by opening up exhaust, engine management, etc). Just an uppipe/downpipe should make a noticable bump in lower end torque, especially around 2500-3000rpm.
- Gears would certainly increase low end torque, but I would think at the cost of higher end torque (that is, if my Grand Turismo training has taught me anything).
- Lighten the the unsprung weight and rotational mass; lighter wheels can have a noticable effect. Friend of mine put OZ Superleggeras (which are about 13lbs a piece I believe) and noticed a difference.

It's never going to be a torque monster though.

Oh - and as far as the exhaust diameter -- the debate has been out on the 3" vs 2.5" diameter exhaust and which will generate more lower end torque. According to Cobb, a 3" exhaust that's properly designed will generate just as much or more torque than a 2.5". Either way you go will be OK though - 2.5" shouldn't restrict you any unless you're making a lot of power (300+). But you probably have more choices by going 3". Both are better than stock diameter.
