You say they are hooked to the Lci and that's supposed to control amp on/off.. does it have settings for how it acts?

I'm guessing its signal sensing..

Now the static.. is it only static or static over music?

Regardless, pull the RCAs from the LCi as its playing.. . Does it go quiet on each channel or is static still present?

If the problem goes away you know it was the LCi or its connection to the car.. if the problem remains its either the RCAs or amps..

Pretty straightforward
The LCi7 turns on and off fine by itself. It does sense the signal coming in from the factory speaker wires I extended. It has a remote in and out. I used the out and put it to the remote on my amps. When I shut the car off the LoC shuts off but the amps remain on until I pull the remote line out of them.

It's not pure static it plays music it just sounds like all the speakers are blown/poor quality. I used them in my previous car last week until I started my project on this car. So I know they aren't blown.
