My research on the Focus showed no limiting of power in any gear that I recall. Does not mean it does not, but all 30 articles and reviews I read did not mention it.

On the second point, I can tell you for certain, with TC/ESC off, the brake vectoring is still working all the time to help you out. But you can roast tires around every tight corner if you like.
