You're just removing rotating mass from the equation, similar to lightweight wheels. Driving downhill is the same difference. Nothing changes relative to the RPM, you're just moving through the RPM range quicker.

Either way, that affect is negligible. The real difference is that when you go to downshift, you can mash the pedal once and it revs up easier for your downshift. Also, if you are off by a tiny bit, it's more forgiving when you do ask the engine to speed up or slow down in a mismatched shift.

Starting out is a tiny bit trickier though because you have less rotating mass, like a LW flywheel but no where near as noticeable.
