Well, those hrs are flat rate times and hoods usually get charged roughly 3.5 hrs these days. Any blend panels are usually 1.2 hrs per panel and if an adjacent panel also needs to be blended, then another 0.7hrs. These are pretty normal times and they are based off of the Audutex estimating program. The hood may sound a bit too much, but hell, most bumpers and fenders get roughly the same hrs. For example, today, the jobs that I painted were as follows...

Cadillac CTS front bumper 3.6, rear bumper 3.0
67 Beaumont right fender 3.5
Explorer sport trac front bumper 3.6

So 3.5 hrs to sand off spray paint and then prime, sand, basecoat, clearcoat (maybe wet sand & polish if needed) is actually pretty good.

As for shops using water based paint, is not a must. At least not yet. But most suppliers do recommend switching over to water based paint before it becomes mandatory.
