If the solenoid clicks then the relay is obviously working. Check voltage after the solenoid (might have to remove starter to bench test/disassemble). Should be close to voltage going into the starter. If there is a large voltage stop across the solenoid due to a high resistance (burned/broken contacts) then it is not enough to throw out the drive on the starter. At this point, a replacement starter is probably the most economical fix, just verify good voltage to the starter.
