If its a CLEAR title that means it is CLEAR of brands. If there was a lein on the car, they would 1.) not have possession of the vehicle and 2.) not be listing it for sale.

The reasonable implication of "clear title" means that it has a "clean" title. Its misleading and deceptive advertising, and if that IS the case - it may violate certain advertising laws.
