Here's a link to the letter submitted by Fuji to NHTSA. Note that, according to the letter, over the years there have been several engineering changes to the wiring in order to prevent short circuits caused by moisture. However, only one of those changes will be implemented under the recall, namely to install a jumper with a 0.25 A fuse on each side. It will prevent fires, but will not eliminate the cause of the problem. The FHI letter also says that owner notification will begin within 60 days.
