Not all... some of them worked for a while, but it wasn't something I wanted to risk.
I've gone a different route to keep low end reasonable with a bigger turbo (EJ207 for AVCS and a Borg EFR6758 are going in late December / Early Jan,) so it doesn't really matter to me anymore, I've made my decision.

plus now its more expensive to get a 19t than a used 16g, almost the same cost as a new one
almost as bad as the guy trying to group buy billet td04's for a g a pop.
OP, if your worried about the motor just get the 16g. you can run them at 20+ psi all day long, its not like IHI. You dont want to throw on a 20g because itll be laggy and, in an effort to keep the tune "safe", you'll probably end up in the lower whp range for that turbo anyway
