RallyX doesnt require, but Stage/Performance Rally does require them.

Dude I couldnt agree with you anymore how lame it is to see a slammed suby with flaps. I personally run them on my car, but i stage rally mine as a 0/00 course car. Mine are rather large and almost scrape the ground on straights but definitely scrape in turns, lol.
