Default 09 wrx spt boost gauge question

Me and some friends installed the SPT boost gauge on my new 09 WRX last week. I am still breaking the car in, so Im keeping the RPMs below 4K. My question is, If the stock boost is 13.3 psi, why does my gauge sometimes shoot up as high at 17PSI for a second when I floor it in higher gears even still below 4k rpms?

I have an SPT catback exhaust and a k&N drop in if that even counts.

Wondered about adding a boost gauge today actually. I'm in there same position otherwise though. My Scooby is now... 50 hours old!

There is a stop sale on the SPT gauge. Issues other than the LED. You may have fallen victim to a defect.

I knew about the stop sale, that actually ended a couple weeks ago. I bought mine after they went back on sale.
