Help me put my Morette headlights back together properly!!!

Hey guy's, I'm dumb. I have Morette headlights for my 2000 2.5RS, I took them apart to change to low beam lamps out on both. My problem is I can't seem to adjust the low beams properly? The adjusters max out before I raise the beam high enough!!

Help!

my beams point like so __/ __/, but they need to go up just a bit more. Adjusters are MAXED OUT. ahhhhhh!

help plz
