Default Is Hitch Rust a Problem?

Hey Guys,

Im looking at buying a hitch for my GC, just so i can carry my bikes.

This is what it looks like, As you can see there is a bit of rust on the top of it.

I dont know anything about metal work, is this rust going to be a problem?
Can i just sand and repaint it??
