Default bricked ecu on 05 wrx mt

So after making some changes to the rom my brother flashed the rom. After that car wouldn't start, so he tried to flash the previous revision but couldn't. I for sure know the ecu is bricked or locked. I ran down to a local subaru shop and got a used ecu and after installing it I tried to read without being able to do so, I tried to test write the rom that was on the car and the test write failed. After replacing the ecu the car is able to go into test mode when the greens are connected, but i can't read or write. I am wondering if the subaru shop gave me an ecu with a cobb map on it since they buy wrecked cars and either fix them or sell the parts and this ecu was off of a parts car. What would the Task Info window say in EcuFlash if you attempted to read a cobb map? How would I test the obd2 harness for a broken connection?
