Default 2004 Fxt Fuel pump 100% duty cycle at idle, will not rev... Help please!!

I bought a 2004 fxt with mechanical problems and not running. Had the motor rebuilt and installed tgv deletes. Put the motor in and determined that it wasn't getting fuel. So I grabbed a fuel pump I had for a 2.0 wrx and stuck it in as a temporary fix and it fired up. But it idles very poorly, fuel pump duty is at 100% and doesn't change, and I cannot get it to rev higher than 1100 rpm. The fuel pump I put in is a good pump, but would the fact that it is a smaller pump affect it at idle? Open loop fueling shows insufficient ect as well, even though I kept it running up to operating temp and the temp gauge works. No cel's and all areas have been checked for vacuum leaks. I am very obviously new to tuning/data logging, so I could use a point in the right direction. Thanks

the tgv deletes will throw cel and cause ecu to go into limp mode.
did you turn those cel off?

Yes I turned off all the tgv related diagnostic codes. So even after keeping it running up to temperature at a bad idle, I still didn't get any cel's.....so confusing.....

The fuel pump duty cycle should be 33% at idle. Maybe the control unit has gone bad. Have you tested fuel pressure yet?

No I haven't tested it yet. I can try that. Is there a way to test the control unit?

I've really really checked for vacuum leaks, but I'll check again. Is there a good way to test the dbw throttle body?
