Is it better to have the accessport all plugged in before I start the car or plug it in after my car is already running? Or does it not matter?

You can plug in your Accessport at any time. There are no adverse effects from doing this while the engine is running or not running. Also, there is no need to have the Accessport plugged in once you've installed it unless you want to do data logging, view live data or use other functions like the trouble code reader. When you install the Accessport, your engine control unit is permanently "tuned" with the map you selected until you uninstall the Accessport or reflash another map. I mention that because sometimes people think that you must have the Accessport connected all the time in order for the "tuned" map to be in "effect", which is not the case.

Haha that would be kind of annoying have the plug down by my legs 24/7. Kind of a deal killer if it worked that way.

This is a problem. Already broke one 80 dollar dongle like this. My friend (07 wrx) mounted the obd2 port upside down and ran the USB cable for the accessport through the dash.

Probably a good idea. I'm getting a spider hold mount; has bendable legs that you can wrap around one of your vents and hold the access port in place off the ground
