Default Attn: need help with a turn signal that isn't working

There isn't really a specific electrical wiring technical forum so i've cross-posted this onto a few forums hoping for a fast answer. I drive a MY99 RS and after i got my car back from the paint shop today i reconnected all the lights i unplugged pre paintjob, including the front bumper turn signal lamps. Everything i plugged in worked fine except for 2 problems:

1) my driverside front bumper turn signal would not blink (i determined the bulb/lamp assembly were okay because i plugged into the harness on the passenger side and it worked just fine, likewise i plugged the passenger side turn signal into the driver side wiring harness and it would not blink) so theres a problem with the wiring

2) when i make a R turn, all the turn lights on the passenger side blink at the normal slow rate, but when i make a L turn signal, the side marker, rear turn signal and internal indicator all blink FAST, i'm sure this is diagnostic of a specific problem but i don't know exactly what

i looked in the user manual figuring it might be a blown fuse but i do not see a specific fuse corresponding to the front bumper turn signals, much less one on the driver's side. can anyone help me out here before i take it to a dealership who will overcharge me for a simple fix?
