need help finding adhesion promoter

i am painting my stock rims, i cant seem to find adhesion promoter tho. ive done a search and the only place ive heard that has it is pep boys. i went there and they dont have it. anyone know where i can get it?

clean w\ mineral spirits or laquer thinner and sand the wheel. the paint will stick well.

kragen, autozone, anywhere else that sells touch-up paint or automobile spray paint.
