JDM STi headlight adjustment

I had this headlights for few months, and I really wanted to adjust it as good as possible, so i won't get pulled over if i'm unlucky. I tried to turn those white knobs left and right...and I ended up having higher driver side beam patterns. I think the passenger side one is little too low.
Is the top knob for the horizontal adjustment and the bottom one for the vertical? which one and which way do i have to turn the knob to lower my driver side healights?

Turn the bottom one. It's been awhile since I did this so I'm not positive which direction you want to turn it. But simple trial and error will give you the answer. Turn it several times in one direction. If the beam is going to the direction you want, keep turning. If not, turn it the other direction. It's not rocket science.
