It says in the manual to have the two toggle switches in the normal position but in the picture you cant tell if that is up or down. Which way are they supposed to be? I was told to have them in the down position when hooking up to pc. Should it always be that way?

With the turboXS logo facing the proper way, down = toward the harness = off. So down for the fuel cut toggle means fuel cut is still enabled (at a higher level than stock) and down on the flash toggle means normal operation (no flashing). Normally both should be down and off. If you want to run >22psi of boost, flip up the fuel cut toggle. If you want to flash, flip the flash toggle up, flash it, then flip it back.

ok thanks, so down is the proper position. I was hoping that it was my problem. I cant accelerate with any of my maps loaded. Severe bogging with the base stage 2 map.
