Angry Clearcoat Chipping!

I just noticed that all around the rear window seam (wagon), the clear coat is literally chipping off in my fingers. Its the same for around the keyhole and "subaru" badges.

Im getting the feeling the previous owner had it repainted, because it "feels" different compared to the rest of the car.

Is this common on subarus, or did it get redone poorly?

Would I be able to re-clear it myself, or do I need the whole hatch re-done?

Any ballpark figures on a repaint of the hatch?

I have the same thing on my 03 wrx except its around the windshield. I am wondering if this can be fixed under warranty???

Ive got 22k but I am not sure if this is something that can be covered by the warranty...

If it's within the 36/36, and wasn't associated with an accident after you bought the car, I would expect it to be covered by warranty. Sometimes parts of new cars are damaged in transit or at the dealer and need to be repainted.
In runnah's case, it sounds like the rear hatch got a poor quality repaint (probably previous owner, like you said). The good news is that getting a decent quality repaint should hopefully not be too expensive, because it's only a single "panel".
