The best way to learn about the history of the WRC is to read John Davenport's book which is excellent (ISBN: 0760319545).

BTW, it makes for an nice Christmas gift.

Of course, racing started out as performance rally. In 1896 when cars were racing from city to city, it was on open public roads and the cars were started at timed intervals.
