Legacy Turbo Problems

If the Turbo bearings in my turbo were seized from overheating, would this prevent my engine from turning over and firing? and is there anyway to test this to see if this is the problem? I have the EJ22 in my car(1991 Turbo Legacy LS sedan) My engine overheated and blew the water pump, however I know the internals are alright cus I had a compression test done and everything is fine but my car just wont trun over, it backfires and wont start. I think i may have cooked the turbo, is there anyway i can test to see if the turbo still spins and runs??????
