Default Green connectors under driverside dash plus a white one

Guys, last year, I had a little engine fire and since it singed the bulk and engine harness' they got replaced under my insurance. Well this also required the entire dash to come out and was a huge job. To this day, I am still finding an anomoly in their work
So anyway, you all know about the green connectors under the dash? Well they're not supposed to be connected AFAIK. The whole time they've been connected until yesterday when I was doing some under dash wiring. I of course disconnected them but I also noticed a white connector that's unplugged too and, which is right next to the green ones. I don't see another plug to connect it to though. And, IIRC (I'll have to check on this later) I believe there might be a black unconnected one as well I'm not sure of that.

As far as the green connectors, I thought the car would be in some kind of limp mode?? It's kind of odd that the car was running for the last 3.5k miles with them connected. I wonder if the UTEC was overriding it or something. What do they do exactly?
