Default Pulsating exhaust noise and stuttering..HELP!

Hello. Since I am a mechanical rookie, I come to you all for insight. The other day I noticed my exhaust sounding like it was pulsating (vrrm-vrrm vrrm-vvvrrm) If that makes any sense. I checked my RPMs and they weren't going up and down. Today I noticed it was doing it a bit more, still the RPMs were not going up and down, however it was idling low at about 250.. instead of the usual 500-750. The exhaust was shaking so much from the pulsating (don't know a better word to use) that it was rattling my heat sheild. When I got home and put it in neutral it almost stalled.

Background:
2000 RS
power mods:
perrin lightweight crank pulley
cobb CAI
SPT axle back with a straight 2.25" pipe welded from the cat back to it.

I have had a check engine light on for sometime.
Subaru told me a couple months ago it was the catalytic converter
and both O2 sensors. They quoted something like $1400. I didn't have the money at the time so I decided to wait.

What's wrong with my car? Is it the O2 sensor going crazy or what?
