Question Questions about upgrading tires, wheels and brakes

It's time for me to get new tires (still running stock 16s ones on my 03). I don't have room to store two sets of tires, so I'm going to have to find one set for both winter and summer. Conti Extremes look pretty decent and not expensive - or do you have anything else you can recommend?

My questions:

1. do 17 inch wheels/tires add anything to car's performance or is it just "bling?"

2. I did my research here about brakes and I understand how a couple of ppl think it's the tires not the size of the breaks. I'd think both are important. I don't take my car to the track, but I do break a little hard on the street, going into corners, etc. Car and driver says even hawk pads are better than the stock ones. I have semi-ceramic pads on mine now. If I'm going to upgrade to 17 inch, i think I may just go ahead and upgrade br akestoo. Is this worth it http://www.subydude.com/osc/product_...86f9ee7506199e
