Default Replacing One Tire (clarification)

Hi everyone,

Just before people start telling me to use the search button, I did. I just need a clarification. Recently I had a nail through the sidewall of my RE92 and don't really have the funds to buy a new set. I picked up a used set of RE92 yesterday and the difference from the used set to my set is around 1 mm in tire depth. I also measured the rolling circumference of it and it is less than 1/4 inch.

What i need clarified is does that rule of less than 1/4 rolling circumference mean the difference between the front to back set of tires. Or does it mean to any tire.

Also would mounting this tire to the front be better or to the back?
