Default what to use to paint over rust spot

paint has chipped off on the rear 1/4 panel behind left rear wheel. right where panel meets bumper. just the paint came off, it hasnt rusted through yet. id say its 3 inches by 2 inches. whats the best process for healing this and list of products to use.

sand it down then prime and paint..

If you are asking what paint to use best advice is above ^^^

This isn't an insult, but do not experiment/try to fix it and then cost yourself a lot of money.
