Default clutch pedal installation problem

Im converting my 2000RS from auto to manuel as part of the 04 wrx swap. I took out the dash, bulk wiring harness, ect. I took this opportunity to install my clutch and brake pedal assembly, and i ran into an issue with it not bolting to the existing holes. The holes will not match up right. I will attach some pictures tonight and let you know exactly what im talking about but i thought it would be a clean install. Has anyone ever ran into this issue? Am i gonna have to make new bolt holes on the upper bracket above steering column? (surely not)

thanks so much for any response guys

are you trying to use a 02+ peddle box in a 93-2001 car?

yes, i just got the pedal box out of the 04 wrx because the RS had an automatic tranny. I think im just gonna drill some holes because the 4 holes around brake booster are fine and so are the two for the slave cylinder, its just the upper bracket holes that dont meet
