Some people no longer have the stock plastic splash guard and need some sort of protection from debris such as rocks, branches, animals, shredded tires, etc. It also helps keep sand/snow/salt/water from getting all over the undercarriage and rusting things up.
Other people actually rally their cars and need a beefier skidplate to protect the underbody from damage.

I know a few people that have done this, but it's super illegal. Some people have said you can find old signs at junk yards for cheap.
