Default Gas mileage mods (yes I used search) 01 legacy

So what type of things can be done to increase gas mileage from the low 20's on a subaru legacy *or any subaru*

I have heard light weight flywheel (I do a lot of stop and go so this would help?) and light weight rims....

Any others? Engine mods included, links would be great to products. I have searched for subaru parts but come up with generic sites that are trash and only sell universal crap.


So right now I get about 25mpg when my Air sensor doesn't puke and throw a code (its in the shop now for head gasket and timing belt next week it gets a new sensor) and I would like to add to that MPG significantly. My thoughts are

Light weight pulley set including flywheel
Light weight rims (alloy?)
Better intake ????
Better exhaust?????

I know tune up obviously but I'm looking for a little more in-depth.
