Default Black protective coating on the rear wheel wells

So the subie is eight years old and a good amount of the coating has come off in spots. What are people doing to fix this? Paint it or spray undercoating? The metal that is exposed is not rusted yet so would like to do something. Any ideas.

If it's not down to metal just spray undercoating over it. If it's not rusted you're likely looking at the factory primer. If it's down to metal paint first than undercoat.
