yes there is an enable switch in opensource to enable "force pass readiness monitors"

i went to smog once and failed because i didnt have it checked. the guy told me i needed to go drive 80 miles for the monitors to pass. I went home, flashed, went back 5 minutes later and passed. He never asked how i drove so far so fast
