Default boost issues

2002 wrx cobb ap tuned stage 2

It started off i was only hitting 5psi, i was missing the restrictor pill. i put one in and now I'm only hitting 10 psi.

I done the following to try and figure this out.
-swapped wastegates
-cleaned MAF
-Checked for leaks
-Loaded the stage 2 HWG (high waste gate map)
-Swapped BCS with one that I'm pretty positive is still good.

I disconnect the vacuum hose to the waste gate and i can hit 15 psi with ease..

what else could the problem be?

the car drives fine, its just pissing me off that i can't hit the target boost!

Did you get a pill specifically for your car? If you got one with a hole size not intended for your model year, you could still have issues.

i got it from the shop i bought my car from. so i assumed since they said it was.. i could go to the dealership and just get a new hose kit just for safety

Bump any more ideas? I think I'm going to just buy a new hose kit from Subaru with the restrictor pill.. Just to rule that out.

Bump.. Some locals are just suggesting throwing on a MBC and calling it good. It's tuned on cobbs stage 2 map, so as long as I dont exceed the tuned boost on that map I should be good right?

I've already done that, Several times. I went back to stock, reflashed stage 2, then loaded the high waste gate stage 2 map from cobb.
