Default Too rich at idle (CL/OL status issue)

Hi everyone,

I'm working on my '07 WRX now, and I have an issue related to CL/OL status and warm engine start.
After a warm start the CL\OL status stuck at 7 and switches to 8 after 3-5 minutes which I consider really long.
Normally, when hit the gas pedal, the CL\OL status switches from 7 to 8 instantly. Not in my case..
From what I've read, the condition to switch the CL\OL from 7 to 8 is the O2 sensor warm-up.
Does that mean that O2 sensor heater does not working properly?
Anyway, I can live with CL status stuck at 7 for a few minutes, but the AFR at idle is running too rich, and this drives me crazy.

The appropriate cells in the Min Primary base enrichment table are zero'ed, still the car idles at 11.5-12 AFR while CL status set to 7.

Mods are:
-700 cc injectors
-TD05-18g turbo.
-TGV deletes
-EWG

Any advice how to resolve the issue will be highly appreciated.
