Trying to figure out if its rust or something else I could slough off somehow... Searching on the NASIOC app didn't help me find a similar thread either.

Feeling the 2 spots with my finger it feels like rust, but I've never seen it on this part, normally I see it under everything because I live in New England.

Could be rust from spots on the hood left from stone chips

or possibly damage from a caustic substance left on your hood.

I've seen damage from things like oven cleaner sprayed on paint by vandals and after the car was cleaned and repainted the paint did things like this cause the chemical etched the metal.

Is it under the cleatcoat? Looks like bird poop to me, but i'm not there.. try a clay bar on it first i'd say(if it's on top of the clear)
