I would disagree. With 90%city and 10% why, we consistently average 28-29MPG per tank hand calculated. The key is that you can't take only short trips to work, grocery store, school...etc. The engine takes a while to warm up and hit optimal operating temperatures.

going WOT and bouncing off the rev limiter are 2 different things. WOT is ok. Bouncing off the rev limited is cool if you are a Ricer in the parking lot showing out for all your friends but its stupid because you are taking the engine to the point where the engineers said woah gonna have to stop what ever dumb ass that thinks taking it past 6k is a good idea.

Going WOT is fine and shifting your CVT to L is fine because you want to wring every ounce of power out of your car.
