Default IL: [All-Seasons or Winter tires?]

So I'm in the market for buying 4 new Winter or All-season tires.

I'm wondering what is the general consensus for people in the MWSOC Region, specifically in Illinois.

If anyone has personal experience with an All-season or Winter please post it here!

I'm specifically torn between two options.

Option A: All-Season [General Tire G-Max AS-03] (225/40R18)

Option B: Dedicated Winter [General Tire Altimax Arctic] (225/45R17)

They are both priced the same. Only difference is that with Option B, I would have to spend $400 more for 17x8 winter wheels. Whereas, Option A allows me to use my stock 18x8.5 Enkei on my '13 STi base sedan.
