Question Recommendations for a good shop/dyno near Redding, CA?

I live up near Redding, California. Can anyone recommend to me a good dyno-tuner and installation shop for mods? I personally would prefer to have a shop install my parts for me. I don't have a whole lot of faith in myself when doing mods. Especially with the unique Suby engine. Same goes for the tune. I plan on building up the engine quite nicely so I'd prefer someone with the actual know-how and experience and knowledge, who's reputable, to do the work for me.

If Redding is the starting point, I'd be willing to drive as far as San Francisco/Reno/Medford. Within that distance, is there a good shop worth recommending? Anyone out there with a good dyno? (AWD dyno?)

Also, do shops in California have to abide by the strict smog laws? Meaning, if I want to have someone install something that's not CARB legal in Cali, I'll have to go to Nevada/Oregon to get it done? Or will good shops in Cali install whatever parts I ask them to? (if I supply them with what I want installed)
