Angry hella supertones help!

i know there is a ton of posts like this but none of them seem to answer my question i got a set of hella horns from jna performance and i wired them up without the relay which alot of people seem to have no problem doing... i have checked tons of diagrams and it seems like i have done everything right when i honk the horn i hear a clicking but no sound it worked the first time of me trying i have no clue what could be wrong with my set up.
its a 1999 subaru legacy outback.
what i did to wire it:
1. unplugged the stock horns.
2. made a wire one side male which is plugged into the stock horn wire and the other side is female which is plugged into the copper side of the hella horn.
3. repeated the same for the other horn.
4. made a ground with a ring terminal i combined both negative wires and grounded them on the mounting bracket.
Any suggestions???
