Default 13wrx speed limiter with trac off?

So last was the first time in a few weeks that ive gotten to drove my car. After about a 10 minute warm up period and a 20 minute drive around town i took it on the highway. I did multiple passes past 100. Went into the mall made a u-turn and forgot the trac was on. I turned it of an the car hit a speed limiter at 100. I thought it was just me. I did it 5 more times with the same result. Turned the trac back on and made multiple passes to 130. It felt the like the same exact way my Forester did when hitting 130. So O tried the situations over and over again with the same result.
anyone have this issue?
