Default Wastegate Flutter Cant build boost

Hi Everyone,

This particular problem has been racking my brain. I've read a lot of other peoples issues concerning wastegate flutter but mine seems to be alittle different.

Car: 07 STi, 42k miles.
Mods: Intake, bone stock otherwise.
History: The car was bought used about 2 months ago - symptoms started about a month ago, but it may be due to me feeling more comfortable pushing the car then when I first got it. Previous owner said he did not mod the car or used any accessport or the like. He also said the car was kept in great shape maintenance wise which I found was not the case as most of the fluids were in pretty bad shape.

Issue: This happens 80% of the time in 4th gear, 20% in 3rd gear - not been able to test out 5th or 6th gears. In 4th Gear, about 4k rpms, WOT I hear this fluttering noise by the turbo. Boost gauge does not go past .5 bar (lamco stock boost gauge), and car does not pull on 4th. the needle on the boost gauge actually fluctuates around the .5 bar mark.

My thoughts: At first I thought it was something along the lines of wastegate control - ie: wastegate actuator/controller. But it seems to me if there is a problem with that, then I would overboost/spike instead of underboosting. It feels almost like I have a turbo leak somewhere, but then how come mostly in 4th gear? 2nd and 3rd gear (most of the time) I can hit max boost no problem.

At this time, I havent had the time to pull off the IC and check connections/wastegate. Im thinking of doing that on Sunday. I'm hoping everyone here can point me in some direction of things to notice during my R+I.

Step 1. Replace intake with stock or get a tune.
