Default turbo or wastegate issues???

Forgive me if this has already happened to some one but im having real problems here, i checked around as best as i could oh well...

So heres the deal i have 2005 sti running like 95k miles, i have basically stage 2 full turbo back catless, intake,ap and a greddy type s bypass recirculation if it matters....... I am having boost control issues the cars targeting 17 psi but in first and second i can only hit 11 or 12psi...... 3-6 gear seems to be ok but the higher the rpm the less boost it seems to taper...i know my turbo seals are bad im getting quite a bit of oil in the intercooler but i hear no noises or nothing unusual.... oh and as a side note since the problem occured i have been getting back fire and flames when i get off the gas, i wrote it off as the car is feeding more fuel for the pressure that the turbos not supplying.... i have reflashed the map and tried even going back to stock..... something is wrong idk what

Please help!!

I can datalog the incidents if needed aswell
