For over a year now I haven't been able to normally fill my tank and the time has come to put this issue to rest. The problem is it wont allow more than a quarter gallon to go in the tank at a time. I can hear the gas gurgling when trying to pump it in normally. The only way I can fill it without stopping is if I trickle it in slowly taking 10+ minutes to fill it up. So before I go dropping the tank and replacing the white vent valve I'm looking for some more insight and ideas on what to check.

So far I've replaced the fuel filler neck vent valve and checked all connections. I put it into test mode and checked the solenoid next to the charcoal box and the fuel vapor solenoid in front of the intake manifold. The last thing I did was pressurize the fuel tank in an attempt to pop free the tank vent and while doing so I could feel/hear air coming back through the small hole below the filler neck. Idk what else do I need to check? I really don't want to keep taking shots in the dark like these guys

I checked it when I put the car in test mode and blew through it to make sure it was opening and closing.
