My buddy has the exact same thing happening on his 97 legacy outback. He has tested everything that you have and even replaced the fuel pressure regulator off my running RS. Are both of your fuel pumps cracked where the o ring meets? will be following this thread! Hope you figure things out and will let you know if my buddy makes any progress!

i ordered a new fuel pump housing, received it last night. i'll be installing it probably tomorrow morning. Not sure that the 97 legacy uses the same style fuel pump housing.

pulled this one from the internet, notice how it has the same issue as well. i think i could have just ordered a new intank filter and cap for a 2004 legacy as it looks to be an almost exact fit, but i found an entire housing for 55 shipped

I made it through page one and this was my guess lol.

ive seen this problem probly 4 or 5 other times.

A little too common to not be a manufacturing/engineering problem

yeah i kicked myself when i realized what the actual issue was...searched...and found multiple counts of this part failing.

atleast i know now?

The 97s have a different pump design but I think it's prolly the same problem. Do you have a link to the filter and cap by any chance?
